The Philippine National Police (PNP) in Catanduanes is in some hot water after a police officer from their ranks leveled disturbing allegations.
PO1 Vincent Tacorda resigned from the force, saying he was done with the “pressure” from his colleagues.
He said that the allegations of extrajudicial killings (EJK) and planting of evidence were true and he was tired of all the corruption within the PNP's ranks.
In his resignation letter, the policeman wrote, "I have tried my best to deliver what is expected from a police officer. It is just sad and with great dismay that the same organization did not do me the justice I expect to be accorded in return of my zeal and fervor for public service."
Reportedly, Catanduanes was originally lacking when it came to the government’s bloody campaign against illegal drugs. The campaign, also known as Oplan Tokhang, forced his superiors to order him to execute suspects in lieu of due process.
"May ebidensya ako niyan. Inoorderan nila ako mag-conduct ng pamamaril nga, kasi nakikiusap sila kung pwede daw kasi mare-relieve sila dahil lahat na may accomplishment na, Catanduanes na lang ang walang nasasampolan. Kaya nakiusap sila sa akin kung pwede ako mag-sample. Dahil siya ang COP (Chief of Police) ko noon, ma'am, kaya sumunod ako," Tacorda stated.
PNP Region 5 Police Senior Inspector Malu Calubaquib had this to say about Tacorda: "Airing their grievances to the media is apparently a Conduct Unbecoming of Police Officer. Applying the general rule, 'He who assert, not who denies must prove', it is the burden on the part of the accuser to provide evidence in order to substantiate their claim.”
Jeffrey Fernandez, the Provincial Office director for Catanduanes Police, said that Tacorda should show his evidence to the proper forum.
